On March 13, Wu Xielin, the Secretary of Party Committee and Chief Judge of the Third Intermediate People's Court (Shanghai Intellectual Property Court and the Intermediate Railroad Transportation Court) led some leaders and middle-level cadres to pay a visit to the Municipal Bar Association, and listen to the advices and recommendations from the Third Intermediate People's Court, Shanghai Intellectual Property Court and the Intermediate Railroad Transportation Court. There were more than 10 layers such as Sheng Leiming, the President of the Municipal Bar Association, and the Deputy President as well as the person in charge of the specialized committee participating in a panel discussion. They put forward suggestions on the questions involving in such aspects as administrative litigation, intellectual property litigation and criminal litigation, propose an expectation on the normal communication between lawyer and judge, and hope the court create a better occupational environment for layers. On behalf of the Bar Association, Sheng Leiming showed gratitude to the Chief Judge Wu Xielin, et al for the reason that they took initiative to pay a visit to the Bar Association, listened to advices and recommendations, and put forward recommendations on that the court and the Bar jointly promote the legal construction and set up judicial authority, expecting that the Third Intermediate People's Court and Shanghai Intellectual Property Court to form more and better judicial reform experience and system under the high attention of the society. Wu Xielin introduced the major works and advancement on the judicial reform since the establishment of the Third Intermediate People's Court and Shanghai Intellectual Property Court, fully recognized and appreciated the effect of layers in the process of promoting judicial justice and creating good legal environment, appreciated the penetrating judgment of layers at the forum, hoped to set up a new ordinary state for the relation between judges and layers, straightened out the normal and healthy communication between the judge and layer at the organizational level, transferred the litigation experience of layer into the working experience in the innovative development of the court, transferred the recommendations of layer into power and visible achievement in the innovative development of the court so as to allow the judge and layer to work as a whole working group of rule by law, to jointly safeguard social fairness and justice and to jointly promote the legal construction of Shanghai.
