The Swearing-in Ceremony for the First Batch of the Judges Included in Specified-Number Management Held in Shanghai No.3 Intermediate People's Court
On the morning of October 30, a swearing-in ceremony for the first batch of the judges included in specified-number management was held in Shanghai No.3 Intermediate People's Court (Intellectual Property Right Court and Railway Transport Intermediate Court). President Wu Xielin led all the judges included in specified-number management to take a solemn swearing-in facing the national flag. Gu Junwei, Ling Song and Yi Jia, representatives of the first batch of the judges included in specified-number management, delivered a speech respectively. As pointed out by President Wu Xielin, the swearing-in made by the first batch of the judges included in specified-number management was of special significance as it marked a milestone achievement made in the judicial system reform. Wu Xielin also emphasized that only by adhering to the "maintenance in four aspects" and set "four good examples" can the first batch of the judges included in specified-number management raise, in a more comprehensive and in-depth manner, their knowledge and recognition of the new-type judges, and can the management and cultivation of judges be strengthened and can the new image of reformed courts and new-type judges in the new era. It is expected of all the judges to retain their beginners' mind, based on the professional rules and features as a judge, and achieve "maintenance in four aspects": the first is to maintain the original political nature as a people's judge and consolidate the foundation; the second is to maintain the legal faith as a people's judge and unify knowledge with behavior; the third is to maintain the professional ethics as a people's judge and always carry them on; and the fourth is to maintain the study spirit as a people's judge and keep pace with the times. It is necessary to recognize the new requirements raised by the current wave of the judicial reform on our thought and ideas, role orientation, functions and responsibilities, have an in-depth perception of the demonstration effect of the first batch of the judges included in specified-number management and set the "four good examples" by actively adapting to the change of the situation: the first is to have a clear awareness of the orientation and set a good example in performing duties pursuant to the law; the second is to rationalize relations and set a good example in collaboration; the third is to face up to work duties and set a good example in pioneering; and the fourth is to persevere and set a good example in fulfilling responsibilities and achieving good results. As she gave her full recognition to the achievements and contributions made by the No.3 Intermediate People's Court (Intellectual Property Right Court) after its establishment, Shi Qiuqin, Deputy Director of the Internal and Judicial Affairs Committee of Shanghai People's Congress, hoped that each judge included in specified-number management could definitely have in mind the responsibility and mission as a judge, uphold and adhere to the principle of governing by law, display a new image and make new achievements in the great practice of Shanghai to play its role as a pioneer in the national reform and opening-up course and in the scientific development, and in the effort to speed up the forwarding process of building it into a scientific innovation center with global influence by setting right every case with the ethics and conscience needed as a judge. Based on that, she put forward four expectations: the first is to enhance public credibility by sticking to the constitution and laws; the second is to consolidate the ideal and faith to ensure the correct political orientation of the work of courts; the third is to intensify study to constantly improve the judicial ability and the level; and the fourth is to enforce the law with impartiality and honesty by maintaining good working styles.
