On the afternoon of January 22, 2016, Shanghai Intellectual Property Court (“the Court”) specially invited intellectual property experts to hold a seminar. President Wu Xielin and Vice President Li Shulan of the Court attended the seminar. Specially-invited experts such as Lv Guoqiang, Yin Xintian, Xu Chao, Wu Handong, Tao Xinliang, Zhang Naigen and Wang Qian also attended the seminar.
Vice President Li Shulan expressed her thanks for those experts attending the seminar and invited them to watch a themed promo video for the first anniversary of No. 3 Intermediate People’s Court (also called Shanghai Intellectual Property Court). Ms Li briefly introduced the work of the Court in 2015 in following aspects: the overall performance of its judicial functions; active service in the construction of technological center; full implementation of requirements on reform to promote the reform of judicial mechanism and construct a transparent court; and increase of the IP judicial influence. Ms Li pointed out that 2016 would be a crucial year for the Court when the Court would face greater challenge and higher requirements, and that the Court should always adhere to the development philosophy of “innovation, coordination, green, opening and sharing”, fully play its functions and role, deepen the reform of IP courts, construct a skilled team and better play the demonstrative role of new people’s court to provide more powerful judicial service and support for the philosophy of intellectual property strengthening the country. Ms Li also encouraged the experts to offer constructive suggestions and advices for the future development of Shanghai Intellectual Property Right Court.
According to the experts, though established for only one year, Shanghai Intellectual Property Right Court has made great efforts in terms of overall situation, team construction, system establishment and judicial reform, which have been recognized by all sectors of society and by the leaders of the Supreme People’s Court. Shanghai Intellectual Property Right Court already has some international influence and has become a synonym for IP judicial protection in Shanghai. 2016 is a crucial year for Shanghai Intellectual Property Right Court. The experts hope that the Court will make use of the favorable situation that currently Shanghai is building a center with global influence and the judicial reform to further enhance the construction of working mechanism and systems, focus on the cultivation and trial of excellent cases, perfect professional trial systems, and increase the impact of case judgment, and show a good image of Shanghai Intellectual Property Right Court.
President Wu Xielin stated that the construction and development of Shanghai Intellectual Property Right Court need the care and guidance of all sectors of society, especially the experts attending the seminar. Shanghai Intellectual Property Right Court has made some achievements in the past one year. On the anniversary of the Court, President Zhou Qiang made some comments, showing the appreciation and care from the leaders of the Supreme People’s Court. In response to the experts’ suggestions and advice, President Wu Xielin said that Shanghai Intellectual Property Right Court would make persistent efforts and find the Court’s orientation in three aspects: time, work and overall situation. The first one is the orientation in time. In 2016, Shanghai Intellectual Property Right Court will strengthen its sense of urgency and carry out three-year development plan to lay a solid foundation. The second one is the orientation in work. Though results have been achieved in the current work, the Court still remains in the stage of laying foundation, setting up platform and building framework. The Court will further get its work ideas into shape and deepen reform, perfect working mechanism and systems, and try to form reproducible and transferable experience. The third one is the orientation in overall situation. The Court should be forward-looking and enhance the study on its future development to optimize work arrangement. In his speech, President Wu Xielin stated that, Shanghai Intellectual Property Court would seriously study, absorb and digest those advices and suggestions proposed by each expert and would apply the same to the development planning for the following year. Mr. Wu hopes that each expert may continue to pay attention to and support Shanghai Intellectual Property Court, and play a think-tank role for the further development of the Court.
