Shanghai No.3 Intermediate People's Court (Shanghai IP Court and Shanghai Railway Transportation Intermediate Court) recently issued the Opinions for Further Implementation of the Optimum Trial Project （"the Opinions"). The Opinions stress that the first aim of further implementation of the optimum trial project is to further enhance the awareness of the optimum trials among the police officers in the court and to focus on the progress, implementation and effect after upgrading the development of optimum cases to a sustainable and strategic works across the court. The second aim lies in the full demonstration of the achievements made by the cross-administrative division court and IP court as the court undergoing the reform and the exemplar court and exert the guiding role of environment building, rule-based guidance and value orientation of the optimum cases. The third aim is to develop a team of judges with solid capability, pass down the sound judicial experience, improve the judicial ability and level and create a positive image of the leader in the judicial reform and pioneer of the innovative development.  The Opinions propose that it needs the adherence to the trio promotion as a whole and concentration of efforts in promotion of optimum trial in the court, optimum written documents and optimum cases to further implement the optimum trial project. The Opinions then propose the adherence to the exertion of joint forces by three parts and improvement of the discovery mechanism of optimum case and source, refined trial mechanism and survey and publicity mechanism. The Opinions also propose to persist in the promotion of application by three coordinations, coordinate the selection works of optimum cases, exemplar trials and outstanding written documents, coordinate the selections in the court and recommendation of superior courts for partaking in the selections and coordinate the selections and application of results. The Opinions clarify that the further implementation of the optimum trial project is regarded as a key task of the party leadership group to be put into place. Under the leadership of the court party leadership group, the court will intensify the guidance of the trial committee, president and presiding judge and their trial management functions, intensify the entity responsibilities of various trial business department as well as the organization and coordination role of the functional departments to produce more optimum results and expand the effect of the optimum and enhance the judicial credibility and influence of the cross-administrative division court and IP court.
